Steam describes Let The Tempest Come Strike Harder as facing a vortex and surviving. Encountering it alone is therefore not the stated condition. The achievement text does not give a survival method.
Reported encounter location
Vergusha places a vortex at the repair yard and describes it throwing the player upward. That gives you a location lead for the encounter. The account does not establish a guaranteed survival sequence, immunity trick or required equipment; those claims would go beyond the available instructions.
